Eleanor Matsuura was born in the Japanese capital Tokyo, but raised in London. She is half English and half Japanese. In 2004, Eleanor Matsuura graduated at Central School of Speech and Drama. She worked on stage at Royal Court TheatreOld Vic Theatre and several West End theatres. She has appeared in several different TV programmes, including EastEndersThorneExtrasHolby CityLead Balloon and Hustle.

She played Jo Nakashima in the 2008 Doctor Who story The Sontaran Stratagem. She later voiced Dana Tanaka in the Doctor Who: The Adventure Games story Shadows of the Vashta Nerada.

Eleanor Matsuura is an animal rights supporter and works closely with Battersea Dogs and Cats Home. She is trained in Modern and Period dance. Eleanor Matsuura has basic knowledge in Japanese language.
