The Examiner

The Examiner was requested from Earth to the planet Vulcan to investigate activities in the colony, but was murdered in the swamps in front of the Doctor before he could begin. The Doctor assumed his identity and began his own investigations, eventually discovering Bragen had been the one to shoot the Examiner, framing Quinn for that murder.
