Henry de Voort was a tour guide for the Empire State Building in New York during the 1960s, and on duty at the time the TARDIS crew and Dalek pursuers briefly arrived on the 102nd floor viewing platform - though he missed their visit as his tour had moved elsewhere at that moment!
